About Our Clinic

Dr. Eleanor Buan Tulio established her professional foundation at Centro Escolar University in Manila, graduating in March 1993. She achieved licensure as an optometrist after passing the board exams on her first attempt in July 1993. Although she initially dedicated time to exploring her vocation and gaining experience at Roque Optical in San Fernando, her path eventually led her back to her roots in Arayat, Pampanga.

The clinical chapter of her career began in earnest on September 15, 1997, at the Poblacion Public Market in Arayat. Her husband established her first clinic in a modest but strategic space located directly in front of her mother’s business, Buan Supermarket. During these formative years, Dr. Tulio emerged as the preeminent eye care professional in the region. Leveraging her family’s established reputation for excellence and her own clinical expertise, she became the primary provider for patients across Pampanga, drawing a loyal following from Arayat, Magalang, Mexico, San Fernando, and Mabalacat.

The clinic specializes in comprehensive diagnostic eye examinations and personalized patient care. A key distinction of Dr. Tulio’s practice is her technical proficiency in laboratory edging, allowing for the precise, in-house crafting of prescription lenses, as well as specialized fittings for contact lenses. These technical certifications, maintained since 1993, ensure a high standard of quality control and customization for every patient.

The success of the practice has been bolstered by a dedicated support staff, most notably Jessa Acopiado, who has served as Dr. Tulio’s loyal secretary since July 2019. Under Dr. Tulio’s mentorship, Jessa has developed an expert-level understanding of clinic operations through diligent observation and hands-on practice. Today, she is a vital asset to the clinic, proficiently managing complex transactions and addressing patient inquiries with a deep knowledge of optometric care and protocols.

In July 2018, the practice transitioned from its original, smaller quarters to a modern, newly constructed building on the same site, followed by a formal blessing in October 2018. This expansion allowed the clinic to evolve alongside the changing medical landscape. Even as the pandemic necessitated a shift to appointment-only scheduling in 2020, Dr. Tulio maintained her commitment to the community, returning to full-time operations by July 2021.

Today, while the emergence of corporate competitors in the Arayat area has changed the market dynamic, Dr. Tulio continues to rely on her deep-rooted reputation and the integration of modern technology to serve her clientele. Her strategy focuses on maintaining the trust of multi-generational patients through consistent clinical excellence.
